Richmond Hill Adopt’s Micromobility Strategy
In September 2025, the City of Richmond Hill adopted a Micromobility Strategy to guide micromobility use in the community. Stuckless Consulting Inc. was pleased to work as the Policy Specialist and Engagement Lead for the strategy as a sub-consultant to WSP Canada.
As part of the project, Stuckless Consulting led engagement activities including a public survey, two rounds of in-person, virtual, and hybrid Public Information Centres (PICs), and key informant interviews. Stuckless Consulting Inc. also contributed to background research and the development of policy recommendations in the strategy.
Key actions from the strategy include:
Permitting personal e-scooter use on City roads, bicycle lanes, cycle tracks, and in-boulevard multi-use paths;
Developing micromobility rules and regulations;
Educating the public and enforcing violations;
Maintaining infrastructure year-round, and;
Exploring shared micromobility opportunities.
Based on the Micromobility Strategy, the City also adopted an Active Transportation and Micromobility By-law.
